You have to assume that GS is not working alone or in a vacuum. Instead he very likely has hired lawyers and tapped on contacts to identify viable merger candidates for some time. I'm sure many are being considered as we speak. But before he can 'merge' them, he has a few other items to prepare and submit.
As long as the process is moving 'forward' (and someone is aware because they may be working on it or know someone who is) then you can be pretty certain that the pps will get pushed up to $1, ...followed by an FS announcement and approval. That's not to say that MM's will first try to shake the tree hard for weak hands, if given the chance. That's what happened with TSNP before it took off.
When deals are on the verge, the minutia just gets done pretty quickly. FYI: Current shareholders are usually the last to get the memo. That's how GS will have to work it to be successful in today's OTC world.
