Foelak's Initial Decision and argues that their precedent of accepting no excuses for Financials delinquencies must be maintained and that revocation of registration(s) must also be maintained. If the D.O.E. lose their precedents there would be havoc in the markets when other delinquent filers would use DBMM as the new precedent to not file Financials and get away with it."
