Thing is Mike, if someone buys at .50 and sells a little at .70, I don't really consider that pump & dump. I consider it smart investing. I sold ~5% of my holdings while NWBO was briefly at 2. Seemed like a reasonable price to sell for considering there was no timeline yet for regulatory. I still maintain a large (relatively) position.
If you are dumping like 80% of your holdings... then yeah, I'd call that bad behavior, but if you sell a little bit to de-risk... I call that smart.
