You are not correctly accounting for those with no up titration - the middle row in the table below. This would be from 10mg as per Missling's answer to that question in a cc. Thus that 14.3% or 48 patients remained on 10mg (or in principle perhaps less as some could also be members of the last row - its that Set Theory thing again).

Keep in mind that reaching a therapeutic dose of the active drug is only important in the dose arms.

That placebo patients to an extent had similar titration profiles, EXCECPT for those with no down titration, is not surprising. 20% more patients in the dose arms had to be down titrated!
