Sorry, but that's not a well thought out idea.
Ignores are personal to each member and there is no mechanism or need to maintain that data.
Something like that exists with TOS and personal attack amounts and does get people banned from boards.
And almost 100% of these complaints and ideas have to do with free stock boards.

Absolutely not! That would make it possible for longs to get rid of the Nasty Bashers they dislike. And it'd be really easy for them to do that.
