How about if a poster gets more than a certain amount of ignores, that poster gets restricted in posting numbers or kicked off the board?

Sorry, but that's not a well thought out idea.
Ignores are personal to each member and there is no mechanism or need to maintain that data.
Something like that exists with TOS and personal attack amounts and does get people banned from boards.
And almost 100% of these complaints and ideas have to do with free stock boards.
