Kind of hard to prove dilution when the SS hasn't changed for quite some time:)

Proving the dilution is being used to make the land payments would be about as difficult as proving the maniacal end of day $20 trades to bump the share price back up in preparation for next day's dilution would take an honest auditor or SEC investigation. SEC investigations take time and money as evidenced here:
