The long-going discussion here since June is if MAA for a medical product or the application of it is a prerequisite for MIA.

I'm not sure who you are having this debate with. You have it completely backwards. The answer is clear per a NWBO PR:

The first milestone in the New Year is anticipated to be obtaining the commercial manufacturing license, which is one of the pre-requisites for submission of an application for product approval.
