What naked shorts?

If I shorted a company, and the broker failed to locate shares making the short "naked"... from my perspective it is just a regular short and I have the potential of getting a margin call on my short...

As I said, if the broker did this... who is going to give them a margin call?

Are they going to give one to themselves?
