Actually many have discussed it . Repeating it for the umpteenth time.
Being impaired was a means to the ‘residual’. PIERS had access to the ‘residual’ in plan 6 which was not approved. But class 19/22 had access to the ‘residual’ in plan 7 which was finally approved.
