Agree with everything you said, except I think there will be a final settlement announced sooner than later. The latest postponement could be as simple as key lawyers spooked by approaching vacations for the holidays and spouses getting angry at too many late nights in this festive time of year. By the time there's a tentative settlement, all the hard issues have usually been ironed out and only the details remain.
