When you get down to brass tacks, it's very simple. Hypothetically, if BPI backs out and doesn't invest a single cent. What happens to BPI? I don't want to spoil it for you, but the answer is a big NOTHING. That's the point. and it probably has something to do with why TPTW didn't mention the amount in their own PR.
They are riding the fine line between openly defrauding people, and conning them with wishy-washy PR's aimed at creating FOMO. Just soaking up the dumb money until there's none left.
