Yep. Walther & Windsor are simply trying to expand the number of victims to defraud, and Tte U..S. "Grant System," is probably the biggest, most affluent and easiest mark on the planet.
Note that the ONLY reason to PR that they have successfully applied for the grant is to gin up some enthusiasm for this scam, which is clearly floundering and stagnant.
