Nope. Just means one has to have been on it for 3 months already. Most obviously would have been

My link showed some patients were still improved at 2 and 3 years even. That's the point. Many patients improved even after significant periods of time on other AD drugs. Many placebo patients were on stabilized dosage of other AD drugs. Certainly follows that there are placebo patients who did improve in spite of claims to the contrary imo.
