While those numbers are already quite large, I'd be willing to bet that LP and other know many of the major investors in the company who'd always vote with them. Investors should realize that in an election they cannot be defeated. Putting off the Annual Meeting isn't about not getting support in raising the authorized shares, or other things they may ask for IMHO, I believe it's about build the company when the time is right to talk about what they're doing. They cannot have such a talk as long as they're in a quiet period, even if it's a quiet period of their own definition.
I don't believe any company wants to take a lot of criticism from their investors. I cannot blame them for wanting to hold the Annual Meeting when investors will be satisfied with what the company's doing rather than when they'll clearly take a lot of flak from investors because the bulk of the questions would be answered by "Sorry, we cannot speak to that because of the quiet period."
