Clear metrics can be seen in the PIP approval and the commercial manufacturing certification process.

Why? The same type "clear signs" have come up for years.

. Cognate manufacturing., expansion and commercial approval. Now Advent
. NICE opinion process, no follow up as NWBO was not ready.
. PIMS in the UK, no follow up with EAMS as NWBO was not ready.
. HE in Germany, no follow up by NWBO with actual sales.
