Large-scale real estate projects like this generally get funded by deep-pocked lenders/investors after the developer acquires the rights to build on someone's land., with the land rights held as collateral and/or some other "guarantee" in place to protect the investor / lender. If, in fact, the NNC deal is real, I would expect us to be hearing about the funding source in the near future -- along with other details about the deal (location, etc.)
As to whether or not the JV has produced NexBoard samples...How else would the various manufacturers around the world be conducting their tests? Remember the discussion of a pilot plant? Movychem couldn't be making any legitimate claims of the NexBoard product being fire/water/insect/mold-resistant without having actual prototypes to substantiate those claims.
