They had the exact number of treatment arm (232) since they originally intended to have 116 placebos and a total of 248 patients.
They may have believed in 2015 that it would be unethical to include the last 17 patients as placebos because at that time they probably concluded that crossover patients were not going to do very well. However, the recent presentations strongly suggest that at least through 33 months from randomization, the 64 patient crossover group demonstrated a better survival capacity than the treatment group.
