I think I know what you mean in reference to the FDA . The FDA approved the trial to resume in full force after its halt.

The FDA partial hold stopped screening of new patients. That was never allowed to resume.

One can speculate all they want on exactly what happened. NWBO has always been free to disclose what happened, but elecs not to.
