Maybe more because they think passage of it could serve to soften their image in the eyes of the public - "munchkin and mitch and nazis actually did this because they really think they'll lose power in november" , or that they think there is some chance of them having a NOvember.
Or, do you really think they really think they will have a losing November. Are the American people going to see through it all -- finally.
