Agree that it is more like a guideline or recommendation. Hence my earlier 'toothless' comments. Nothing is going to come of this rule. NWBO will have the ASM when they are ready. In the meantime those that wish to try to put NWBO in a bad light will continuously and incorrectly point to this rule/guideline/recommendation.
