Probably not. She probably thought granting generic access early would help the poor by lowering prices. In reality, she mostly aborted the US rollout and made a huge disincentive to innovation generally that will have untold effects for many years. Trying to keep that note non-controversial for wide circulation. The intent is to spread the word to save lives, to encourage wider labels overseas and more off-label in US, and to encourage the DAW (dispense as written) movement in the US.
