If you are referring the powers to be to mean the HF's, I don't think any of the noise is deterring them from trying to make as much money as possible. Unless they were involved in anything illegal, they don't care about the noise. I could be wrong, but I do think they will try to move the SP up heading into ASCO. They are well aware that a journal article is likely dropping soon and they will take advantage of that. There seems to still be some shorts out there that believe in the failed argument and HF's are taking advantage of this. JMHO

If they believe an active investigation has been or will be opened, then the parties actively involved may step back. But it also depends whether those ultimately involved are onshore or offshore - reachable or unreachable.

I would also separate the actual parties that have actively attempted to undermine the company, versus traders that are just responding to tips or patterns in the trading volume. High frequency trading is known to cause a cascade of selling just based on momentum, i.e., a chain reaction.
