Notice of Allowance means they finally agree it should be patented. Grant is the effective date.

Another way to look at it.

Patent Application allowance = you won.
Patent Application granted = It is official. Start date.

A notice of allowance is issued by the United States Patent & Trademark Office to indicate that it believes an invention qualifies for a patent.
