The argument against the letter as I understand it won't wash partially because Sweeney abandoned a criteria she stated maybe 7yrs ago "at behest of treasury". Apparantly this test for takings has been avoided because of the dismissal AND has been flipped because "Trump could have ordered Treasury regardless of who the FHFA director was" to support government arguments. It seems like the government gets it both ways.
