That is what that means.

1) NWBO is ready to use them. They are currently manufacturing DCVax products. And at the current capacity, it more than pays for the $5M min annual take or pay.
2) Do you think they'd negotiate the contract like this if they weren't confident they'd be manufacturing >$5M/yr worth of DCVAX very soon?
