Yes, but not during the Big Bang. Later during planetary creation.
But seriously, I do take your point about us possibly having just as much rare earth minerals as I do not know much about the geographic distribution of these. I had simply assumed that China was fortunate enough to have been gifted with large deposits (relative to other areas). If that is the case (that these rare earth minerals are all over), then again it is on us, that we have screwed the pooch.
