Unless NWBO management are taking the Scientology approach of 'fair game' to their critics, Cofer Black does not have the skill set anyway. If lawfully pursuing manipulators was their goal, they should have put someone on their board with the experience and connections needed to deal with white collar crime and there are doubtless plenty of former investigators or prosecutors of similar stature to Mr. Black they could have recruited, whose very hiring would have sent a much more unambiguous message to any manipulators etc.
As you said, there have been no visible benefits after 5 years and while 'you can't see what's happening behind the scenes' is a great excuse for 2 or 3 years, half-a-decade is a long time not to see tangible results. This suggests Mr. Black is just acting as an ordinary board member and that's it. Naturally, just like assuming he's doing stuff with the cloak and dagger bit, it's speculation, but in this case, it is informed speculation.
