The crazy thing is that Cofer was closely associated with Blackwater, which means he knows Erik Prince very well. Erik is the brother of Betsy Devos, who in turn was close to Mike Pence.

Cofer’s value was his access to the White House. I’m sure he had multiple channels, but that was the most direct.
