Pardon me, Of course retails have no access to the dark-pools. I should have said Citadel and other hedge-funds can trade amongst themselves on their own exchanges or dark-pools. This gives them an advantage over retail.
That Citadel operates as a hedge fund and an electronic market maker provides an illegal advantage... even without illegal shorting and synthetic shares.
