Yes, and a black person is arguably better off in New York City or Dallas than in South Sudan, (also somewhat better off than a black Jew in Tel Aviv) but are these the standards we're supposed to hold ourselves to?
A gay Palestinian would also be a lot better off in New York City than any Palestinian at all in Hebron or Ramallah.
The bottom line is that you can't have a democratic society when 6 million of your people have no civil or political rights at all.
