Actually the reason for the U3 stated "a condition that could disrupt the marketplace"...

They always say that. Here's the definition:

U3 Halt—Extraordinary Events

Trading is halted because NASD has determined that an extraordinary event has occurred or is ongoing that has had a material effect on the market for the OTC Equity Security or has caused or has the potential to cause major disruption to the marketplace and/or significant uncertainty in the settlement and clearance process.

In the case of CRGP, that was their messed-up special dividend. And yes, it was paid several days before the stock was halted on 26 August 2015. That was because COR was raising hell, and then there were the weird emails from "Adam Carter", and so on...

Yup, "share count does not match" = caused U3 event

FINRA stepped in! Not the SEC (no suspension) or the OTC (purging PR's).
