EXACTLY you stated, "top-line data signed off by a company representative" That can NOT happen with a PR release and more than likely an SEC filing to boot. Talk to someone who has their series 7 license.

EDIT: I think you meant "without a PR release", not "with". I agree completely with your post if you did mean without.

Yet we see almost every public dev stage company PR'ing positive P3 TLD. Claims that they cannot due to SEC regs are clearly wrong.

Smaller companies will almost always file an 8-K to disclose the PR to be safe, but a broadly disseminated PR is a proper release of material news. Unlike the DI phone and golf course conversations with Bigger.
