I really believe the Government wants to wrap this up before the election

I really want to believe this is true like you and Bradford. But if we know anything about our government is that its riddled with leaks / they can't keep a secret. And so far there has been zero press/reports about the Biden admin entertaining this publicly, and privately you can see it reflected in the jr pfds and common shares that no one is really pricing that reality in either.

I think more realistically we should be focusing on the litigation until post midterms as I think odds of admin action picks up then once Biden loses Congress and BBB is officially dead for good.
