exactly. When NITE and CDEL are the MMs, they just pay the meagre fines if and when SEC gets them, but it rarely happens in the OTC. They are either buyiong for themselves or their clients at ~68c about 2M shares each day whole day in the past manipulating share prices. Some are still falling for their games because they think they harvest tax loss now but can buy back in a month but it could be too late for them because TLD and what not could be in way earlier. Bausch still presents on the 22nd.
