invest, we need to win on Rule 24 before we get to Rule 60. Because we are not original parties to the case, we have to be first granted the right to intervene. Then after being granted the right to intervene, we reach Rule 60. We will be pushing hard and advocating that both Rule 24 and Rule 60 be favorably decided by this Panel all in one proceeding.
