Am I far fetched in seeing this as Little NWBO, doing the footwork to create value. To me this has BUYOUT written all over it. If we were to go it alone why get all this done NOW? Please explain what I am missing?

Yes, Russia. They are clearly globally focused. Also they may be pushing offshore for licensing deals or increased secrecy.
