The project has started so TPTW will need to be involved heavily with the engineering portion with networking coverage and housing plans. I could see a deposit coming to TPTW soon

Minnie-mouse or monster-truck - it makes a huge difference. There was a reason they redacted "awarded" and changed it to "invited to participate". Don't bet the farm on it. ST3 isn't lying but isn't telling the whole truth either.
