According to OTC Markets, in 2012 PHIL had a 1 for 1,500 share reverse split on 3-15-2012 so you’re very misinformed.
You can scroll down on the attached link and see that the reverse split was a 1 for 1,500 share reverse split. Not a 1 for 15 reverse split as you asserted.
So for the record, the reverse split in 2012 was indeed a 1 share for 1,500 share reverse split.
