I hadn't heard that approach. It seems like a fair one to me, the one I have heard floated is annual mileage being taxed, which would be regressive to people that have a long distance to services, etc. (the counter argument is that remote people use the roads more, but a lot of our traffic is from people out of the area, and it is heavy trucks that do most of the damage that bring goods to everyone)
