I think it is less and less likely it will be associated with a conference. At a conference, one would likely want an LBA for two reasons.

1. Security prior to release.
2. Impact on target audience.

I think it is unlikely that any (hypothetical) LBA filed on the phase iii from this time forward could qualify as “late breaking” anymore, because TLD was already analyzed, IMO.. So, why bother trying to coordinate it?
