In the weeks before I retired from an Air Force lab, I refused to authorize the printing of a technical report. I can assure you I would not have refused if I wasn't just weeks away from retirement but I did get to talk to lots of important people, some of whom I had never met before. I was threatened with a talk with the commander by the boss. Told the boss I would love to discuss matters with the commander. Never got the chance.
Finally contracting dredged up a form that I was asked to fill out stating specifically why I didn't think the technical report should be printed. I did so happily, pointing out the waste of money for a worthless report on a failed project. Among other things the report failed to mention that the project had been an abysmal disaster. It was then printed with that form right in front. :-) All they had needed was my signature as technical project manager.
Government is funded on an annual basis. Everything revolves around that. It is absolutely mandatory to use up all funds available so that you don't get cut in the next cycle. Those technical reports are important for showing what a fine job is being done.
Not everybody that works for the government is a moron but you are often forced to be one as in any large organization.
You can be reasonably confident that WRAP report will be published.
When will it be published?
Whenever.
