Isinche.....it is WRAP's report, they are responsible for writing it. It seems to be that the responsible thing for FASC is to let the report speak for itself, in its entirety.

Good, bad, or otherwise.

Not that FASC hasn't itself been late on reporting on a number of projects, but the fact that this report is so late is because of WRAP, not FASC.
