A couple of different reasons:
1. Tim does not want restrictions of additional board requirements. He can run his company with flexibility in the OTC where TSOI is at. No need to uplist. He has stated this many times. I believe NASDAQ would include further board restrictions / requirements.
2. Thankful, so thankful, TSOI will not do a reverse split. Tim is very committed to not RS. So I don't think it is realistic to think TSOI will hit $ requirement for NASDAQ in foreseeable future. That would be asking alot.
In time do I think $3 is realistic, yes, but way down the road. Lots of science and treatments coming, but Biotech industry is slow by nature. Takes a lot of time to prove safety and efficacy of any treatment, and get it approved by FDA.
I am EXTREMELY BULLISH on TSOI, Tim and his team. I just don't think NASDAQ is in the cards, or at least not unless we are talking many years down the road. But it doesn't need to be for TSOI to become a major success. They are on a good path.
