No. It isn't even about stocks; it's about bonds. Some bond issues--well, to be precise, really a lot of bond issues--may need to become compost with Rule 15c2-11. It seems pretty clear that the SEC, FINRA, and OTC Markets hadn't given any thought to that.

The solution the SEC's Division of Trading and Markets found was to kick the can down the road till 3 January. Presumably between now and then they'll figure out what, if anything, the bond issuers will have to do.
