Not sure. According to the Q they need 1.7 billion shares OS to cover the obligations, not sure why they authorized only 1.2 billion, except probably the increase in share price the last 2 to 3 weeks, made a lower AS possible. They need a detailed PR put out explaining what they are doing, in simple terms.
