You have to realize that by now, just about everyone who plays these scams understands that they're scams. The SEC evidently thinks nobody knows they're pumpadumps until they bring a litigation action. That is pathetic. The penny players LOVE pumpadumps.

They don't all make money, but they think they MAY clean up.
