The USCoC is not a court that hears controversies for takings. Any federal district court can hear cases and controversies regarding a takings. See Sisti.

US CoC was created by Congress to only entertain monetary damage claims against the gov for more than $10,000 under the Tucker Act. It has no other purpose.
Right. This is why I have always been generally dismissive of arguments that the USCFC will do things like overturn the conservatorships or change (retrospectively or prospectively) any part of the SPSPAs, even the NWS. That court just plain doesn't have the authority to do those things.
Even a case over the warrants, if brought in the USCFC, cannot result in the 5x dilution being undone.
