Yes, but nothing in JPS contracts requires they be paid a dividend each and every year. The only Caveat is that JPS holders must be paid a dividend before common shareholders can have one and they haven't so that point is moot. In fact, it's likely dividends would have been cut off during the crisis in the face of losses by the companies outside of a C-ship if the Gooberment had never Goobered in da foist place.
