I used image 5 the region map that I marked in yellow and looked to find the entire government project by searching those key words. It spans a total of 15,000 Hectare Acers. PHIL has requested 600 Hectare Acers for development.
600 Hectare to Acres is 1,482 Acres 15,000 Hectare to Archers is 37,065 Acres or 57 SQ Miles of development into 2030.
They are moving some of the indigenous out and placing them into housing. If you look at the larger map it will connect to another city and the little island is and small parts is what Henry will develop for the exchange center.
Sounds like highways, ports and housing to me like disclosed in the PR's. The rest is being developed by the government and international funding. IE the Luxembourg Fund will be involved with other companies.
